So you calling a local action inside a first local action. And submitting the first one before having submitted the second?
Can you add few screen shots of your design.

We are trying to submit the first one after completing the nested action.

It could be happening because of the way you have configured the 2 local actions. Can you share the design time configurations of both on Click events.
1. Main Local actions which opens as Modal dialogue
2. on click actions on the icon which opens the date list as overlay.
