Standard agent retrying immediately

We are in the process of configuring a standard agent for a retry functionality, to avoid locking issues. The requirement is that the retries shoud be spaced every 15 minutes. In te help it says:

"If a transient condition means that the item cannot be processed (such as if the work item is locked), the system queues the item again and the agent can try processing it the next time it wakes up."

We have seen that Pega does NOT reschedule the queue item. In stead, it retries immediately until it hits the maximum retry count.

Was there a setting we have missed or schould we create a ticket for this?
