email connectivity test not testing anything

I am trying to configure an outbound e-mail account. Everything looks fine, but when I click "Test connectivity," the Sender Test window opens... and nothing happens. No failure message, no steps performed, no nothing.

That can't be right. Any ideas? PRPC 7.1.9.
