Email Listener not picking emails from Outlook

Email Listener listening to an outlook.com email address is not picking up unread emails.  Upon logging com.pega.pegarules.integration.engine.internal.services.email.EmailListener, the log message says "No messages to be processed" even if there are unread emails in the inbox.

Can anyone help understand what could be the issue?  Even Tracer is not capturing email listener.  It only traces Service Email rule.  Are there any other debugging options?
