is it possible to create "Other" or "Global" Contact in the Contact Policy landing page (Configuration --> Contact Policy) with logic Other/Global=SMS OR EMAIL OR CallCenter OR Retail Branch OR WEB OR Viber? (example)
Or tell me please how to create GLOBAL Contact Policy rule. Now I see only Channel limitation settings, but how to limit overall channel bundle? For example: I wanna 3 contacts per week overall for outbound crm-campaigns for 1 client, incl SMS (1 or less) and Viber (2 or less)

The Contact Policy shape in 7.3 doesn't support defining a limit (contacts) across outbound channels as you described. You will likely need to add the Import Interaction History shape to the canvas and use a GroupBy to Count the number of Outbound or Pending interactions in a specific time period. This requirement is possible in later version of the product with the introduction of Suppressions which are a new type of contact policy.
